Dr. Laxman Prasad, Director and Professor, an eminent Scientist and a Human Administrator obtained his B.Sc. in Electrical Engineering in 1970 and Ph.D. in Electronics Engineering in 1976 from Institute of Technology, Benaras Hindu University, Varanasi. He has also obtained LL.B. with specialization in International Law and Intellectual Property Rights from Delhi University in 1988. He started his professional career with All India Radio in the year 1973 at Kolkata as Assistant Station Engineer and later became Research Officer.

After 6 years of highly productive service in All India Radio, he joined the Department of Science & Technology as Senior Scientific Officer Grade-I in 1979 and got selected as Principal Scientific Officer within 3 years by virtue of his outstanding performance and major contributions in developing various scientific programmes benefiting R&D, in both academic and industrial sectors and then rose to the position of Director in 1987 and finally as Advisor in 1992.

Dr. Laxman Prasad was associated with UNCTAD at Banglore and with the University of Strathclyde, Glasgow, U.K. along with the special training in Public Private Partnership in Chennai's Institute of Public Administration and HC Mathew Institute of Public Administration, Jaipur. He has the distinction of being a visiting fellow in Queen Elizabeth House, University of Oxford, U.K.during 1993-94 for conducting research in fiscal incentives for R&D in industry. Dr. Prasad is a Fellow of prestigious professional bodies like the Institution of Electronics & Telecommunication Engineers, India and Indian Academy of Social Sciences, Allahabad. Dr. Prasad's expertise in research, maintenance of high power transmitters policy making capabilities needed for the country on the other hand is a testimony to his multifaceted personality.

Dr. Prasad, in addition to his impressive record in scientific administration, had a good tally of his research activity. He has to his credit a number of research publications ,review articles, technical reports and a book. He was associated with academic institutions as a teacher in Delhi University, as a Governing Council Member in Indian Statistical Institute, Kolkatta, Aghakar Reseach Institute in Pune, and NER Institute of S & T Arunachal Pradesh. He has also delivered a number of invited lectures in academic and reseach institutions on various subjects like Intellectual Property Rights, Fiscal Incentives, and Technology Transfer. He is associated with Bengal Engineering & Science University Kolkata as an Adjunct Professor.

Dr. Laxman Prasad has been actively associated with Interministerial coordination committees and contributed immensely in formulating various policy issues of significance to S&T community.He was a Member of FIPB, Ministry of Finance, Govt. of India. He was also the Member Secretary, National instrumentation Development Board and Drug Development Promotion Board.
